HDBC was founded in June 2008. Any person interested in caged or pet birds who agree to support the objectives in the HDBC By-Laws is eligible for membership. Membership dues helps support the club to offer general meetings, educational programs, and community outreach.

Membership dues are payable in January of each year or at a quarterly, pro-rated amount upon joining the club. Annual dues are:
- $20.00 Individual
- $30.00 Household
- $15.00 Junior (17 or younger)
- $15.00 Senior (60 or older)
- $25.00 Senior Household (at least one member in the household 60 or older)
